ESuarez This is in response to your letter dated April 21, 1989 (your reference JBE:89:027) with which you submitted a complete reprinting of your Fundamental Nuclear Material Control Plan, ANF-12, " Nuclear Materials Safeguards Procedures Description for the Fuels Fabrication Plants."

l l We have reviewed these Plan changes and have determined that they do not adversely affect the common defense and security, nor the public health and safety, and are otherwise in the public interest. The revisions were found to be consistent with the provisions of 10 CFR 70.32(c).

Accordingly, we are revising License Condition 1.1 of Amendmee.t SG-2 to your License No. SNM-1257, effective immediately, to read as follows:

1.1 The licensee shall follow chapters 0.0 through 8.0 and Appendix A of its Fundamental Nuclear Material Control Plan, ANF-12, Rev. 21, " Nuclear Materials Safeguards Procedures Description for the fuels Fabrication Plants,"

l dated March 1989, except for those pages identified in the preface to Rev. 21 as Rev. 18, Rev. 19, or Rev. 20. The l

licensee shall also follow Addendum 1, Rev. 1, dated June 1988. Revisions to this Plan shall be made only in accordance

i. with the provisions of.either 10 CFR 70.32 or 70.32(c).

l l We have determined that the enclosures to your letter dated April 21, 1989 l contain information of the type specified in 10 CFR 2.790(d). Accordingly, i i pursuant to Section 2.790(dI(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.23.
