REVISION 23 TO THE PHYSICAL SECURITY PLAN, SAN ON0FRE NUCLEAR GENERATINGSTATION, UNITS 1,2,AND3(TACNOS. 72807, 72808 AND72809)

This is in response to your request to revise the San Onofre Physical Security License Conditions and the Physical Security Plan, Section 5.1.1, " Screening,"

related to the procedures for granting unescorted access to the Protected Area and Vital Areas.

The Commission has decided to issue a rule requiring all power reactor licensees to have an access authorization program. The rule will specify the major required attributes of the program. Until the new rule beco;aes effective, criteria for granting unescorted access to nuclear power plants remain unchanged.

We are therefore returning your Amenduent Application Nos.163, 76 and 62 to Facility Operating Licenses DPR-13, NPF-10 and NPF-15 for San Onofre Nuclear Generating Station, Units 1, 2 and 3.

When the Commission promulgates its new rule, licensees will be provided opportunity to revise their programs, if necessary, to meet the revised regulatory requirements.
