Dear Mr. Chairman:

I am responding to your letter of June 14, 1988, concerning the $

huclear Fegulatory Commission's response-to allegations of mis-conduct by a manager at the Devis-Besse plant on December 31, 1986. The matters that you raise are the subject of an investigation by our Office of Investigations (01). appropriate. < 1 The Commission cypects all reactor licensees to have a vigorous fitness-for-duty program and to strive for a drug and alcohol-free j workplace. A variety of events, including the December 1986 1 incident at Davis-Besse, has led the Commission to become increasingly concerned about the potential impact on safety'from-nuclear power plant workers under the influence of drugs and alcohol. Recognizing the need for regulations to address the issue of fitness for duty of personnel at. nuclear power plants, the Commission met in public session on June 21, 1988, to consider e a proposed fitness-for-duty rulemaking package. After  ;
