NOTICE OF VIOLATION

-Tennessee' Valley Authority Docket'Nos. 50-327, 50-328-Sequoyah License Nos. DPR-77, DPR-79

, During the Nuclear Regulatory Commission (NRC)' inspection conducted on June 6 -

July 11,.1988, violations of NRC requirements we're identified.' Upon subsequent review, corrections were made to one of the violations. In accordance with the

" General Statemen't of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the' corrected violation is listed below:

-Technical Specification (TS) 6.8.1.e' states that written procedures shall be established, implemented and maintained covering site Radiological Emergency Plan .(REP) implementation. The Sequoyah Radiological Emergency Plan IP-1,. Emergency Plan Classification Logic, which implements these -

requirements, required that the operators enter a Notification of Unusual

' Event (NOUE) if;the primary. system leak rate was greater than that allowed in the TSs.

In addition, TS 3.4.6.2 states that reactor coolant system leakage shall be limited to 1 gpm unidentified leakage. Unidentified leakage is defined-as all leakage which is not identified leakage or controlled leakage.

Contrary to the above, on April 6,1988, the licensee failed to enter a NOVE when RCS leakage. exceeded TS requirements as indicated by RCS leakage data obtained from the performance of SI-137.2, Reactor Coolant System Data Inventory.

This -is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Tennessee Valley Authority is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20444, with a copy to the Associate Director of Special Projects, Office of Nuclear Reactor Regulation and a copy to the NRC Resident Inspector, Sequoyah, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include [for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the re-sponse time. If an adequate reply is not received within the time specified in J
