NOTE FOR: R. E.~Brownirg, Director Division of Waste Management FROM: G. N. Gnugnoli, Project Manager Division of Waste Management
SUBJECT:
MEETING TO BRIEF J. CURTISS, U.S. SENATE STAFF ON THE RIVERTON AND AMERICAN NUCLEAR CORPORATION (ANC) C0-DIPOSAL
-Participants: J. Curtiss, U.S. Senate Staff R. Fonner, OGC W. Ford, W GT J. Gorn, OCA G. Gnugnoli, WMLU D. Martin, WMLU Logistics: NRC H. Street Office Room 1159 December 8, 1986 2:00PM Summary: Discussion concentrated on what obstacles there are, from NRC's perspective, to relocating the Riverton UMTRAP radioactive waste.to the active ANC site, specifically Pond 1. Several questions came up on whether field compaction would be necessary to expedite remedial actions. Dependence on natural settlement compaction may require a waiting period prior to cover placement on the tailings. NRC staff explained site acquisition, title transfer and completion certification requirements of UMTRCA Title I, which would apply over and above the requirements imposed by URF0 for Title II. Several questions ware raised on the adequacy of ANC's surety and conditions at ANC, and NRC staff recommended that Mr. Curtiss contact URF0 directly. The meeting terminated with a discussion on the UMTRCA Title I deadline and various strategies by which DOE could still continue to complete remedial actions.
