1. Swdoyy pt to the Safety Evaluation Reoort Ort August b,1983, the staff issued its Supplement fio.18 to the Safety haluation Report. This supplement provides the results of the staff's review of the verification effort and recomrends reinstatement of the suspended license.
2. IDVP Final Report Additional installments have been received since the July 5 recort and are undergoina review.
3. _ Interim Technical Renorts The July 5 status report advised that additional Interin Technical Reports were expected. We have received four Interin Reports since issuance of the last status report.

On Aucust 10, 1983, Pacific Gas and Electric Company submitted a sumary of actions taken or planned to be taken to ensure that Diablo Canyon, Unit 1.is ready for fuel loadinc and low power testing.

The staff will consider the above submittals in the final verification of matters and modifications in the plant which are required and remain to be completed for the license activities to be authorized.

RECOMMENDATION FOR DIABLO CANYON BOARD NOTIFICATION REGARDING ALLEGATIONS RECEIVED OCTOBER 19, 1983 The purpose of this memorandum is to forward the subject allegations which were requested by Mr. L. Chandler on October 20, 1983 (enclosure). We have not been able to contact the alleger and consequently cannot be sure whether or not that person desires anonymity. We therefore recommend that the ~

enclosure be treated as CONFIDENTIAL and presented to the appropriate NRC Boards "in camera". This is consistent with recent guidance from the EDO and should safeguard the identity of the alleger.

Subject'to the restraints described above, the Region V staff recommends that this information be brought to the attention of the Diablo Canyon licensing and appeal boards.
