Dear Mr. Collins:

You called Mr. Jones and myself on January 6 and discussed some allegations that you had received from a person in our area. You then sent me a letter the following day listing the essence of the allegations which were numbered (1) through (5). I was requested to keep you informed of the results of our investigation or inquiries. I have discussed the matter with several members of your staf f including Mr. Eric Johnson and Mr. Jim Kelley. My latest contact was with Mr. Kelley on 1-24-83. I will now comment in writing on each of the five allegations.

(1) Our first evaluation of the allegation led us to believe that it was not true. The person denied being at the stated location during the time p,eriod stated. However, after hearing reports of a recent polygraph exam conducted on that person, I concluded that the allegation is generally _

true even though the exact time period may not be correct. The "

(2) I believe the allegation as stated in the first sentence is not correct.

l The person denies the allegation and it was verified acceptable in a polygraph test. The person does admit cocing to work more than several months ago with a hangover. He also states tha,t eveh this has not happened during the past several months. The , Supervisor has -

been instructed to closely observe this person to assure that we do not have the stated problem. I also have been and will continue to provide surveillance. The statement in the last sentence may or may not be-correct but seems to be a private matter and not pertinent to the job.

(3) We have investigated this allegation and believe that, if it is true, it is overstated or covers a different time frace. My investigation included talking to the Supervisor, my Shift Supervisors, several reli-l able employees 7the NRC' Resident Inspector as vc11 as my own evaluation.

(4) k'e have investigated this allegation also as per the above and have the same conclusion as per the above response. Polygraph tests on many of the substantiates my belief that the allegation is not correct.

(5) I consider this allegation of the same nature as the previous two alle-gations and have the same response.

As I stated above, my investigation into the catter leads me to believe all of the allegations are not accurate or correct. However, I must admit that we have had some problems with intoxicated personnel getting on site. My aware-ness to the known cases have pertained to contractor personnel. However, I _

will always re=ain opcn minded enough to realize that it could also be and my own personnel. I am enclosing a copy of a recent memo discussirig this matter.

I have a very strong suspicion that some of the allegations submitted in your

" letter are in socie way related to our investigation and action on a recent problem. It is possible that the mentioned " acquaintance" of the alleger and/or one of the mentioned " contacted may have been involved in the or aware of the and did neth'ing aTout it.
