NOTICE OF DEVIATION

During an NRC inspection conducted July 29 through September 22,1997, one deviation was

identified pertaining to a commitment in Licensee Event Report No. 50-254/94002. In

accordance with the ' General Statement of Policy and Procedures for NRC Enforcement

, Actions," NUREG 1600, the deviation is listed below:

Quad Cities Licensee Event Report No. 50 254/94002, dated January 29,1994, included

a commitment to install a hot gas bypass system for the Control Room Emergency

Ventilation System refrigeration cordensing unit compressor to minimize cycling by

inducing a larger heat load on the compressor to better match its capacity.

Contrary to the above, on August 12,1997, the inspectors identified that the hot gas

bypass system had not been installed. (Deviation No. 50 254/97014-08)

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Coatrol Desk,

Washington, D.C. 20555, with a copy to the Regional Administrator, Region lil and the Quad

Cities NRC Resident inspector, in writing within 30 days of the date of this Notice, (1) the reasen

for ths deviation, or if contested, the basis for disputing the deviation, (2) the corrective steps

that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid

further deviations, and (4) the date when your corrective action will be completed. Where good

cause is shown, consideration will be given to extending the response time.

Because your response will be placed in the NRC Public Document Room (PDR), to the extent

c possible, it should not include any personal privacy, proprietary, or safeguards information so that

it can be placed in the PDR without redaction. However, if you find it necessary to include such

information, you should clearly indicate the specific information that you desire not to be placed in

the PDR, and provide the legal basis to support your request for withholding the information from

the public.
