Gentlemen: E It has come to our attention that there are differences in the ways that nuclear criticality safety data supplied by Bettis or KAPL are '

being confirmed and applied by the Navy fuel fabricators. To ensure consistency in our safety reviews, .we are defining broad criteria for confirmatory calculations and_ criticality data application in fabrication of Navy fuel.

Future amendment applications shall include independent confirmatory calculations by United Nuclear if the reported keff,with uncertainty allowance for experimental data and-for the calculational method, exceeds 0.90 under conditions corresponding to the occurrence of a single contingency. The need for confirmatory calculations shall be evaluated in every change of the data supplied by Bettis or KAPL or mode of appli-cation by United Nuclear. Such calculations may be unnecessary if the calculations from Bettis or KAPL are made by two independent methods

applied by two different qualified analysts, depending upon the extent of independence of the .;alculations and the degree of departure from previously approved cor.Jitions.
