APPENDIX A NOTICE OF VIOLATION Nebraska Public Power District Docket No.: 50-298 Cooper Nuclear Station License No.: DPR-46 During an NRC inspectior conducted on March 18-21, 1986, a violation of NRC requirements was identified. The violation involved the failure to meet seismic requirements. In accordance with the " General Statement of Policy and Procedure f or NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Seismic Support of Emergency Switchgear Cabinets The Cooper Nuclear Station Technical Specification, Section 5.6, establishes that there is a seismic design required for class I structures and equipment.

The emergency diesel generators and attendant switchgear cabinets are class I equipment. The General Electric instruction manual for the switchgear cabinets requires that the cabinets be anchored by welding or by bolting.

Contrary to the abost el March 18, 1986, it was found that the switchgear cabinets for the emeir :..cy diesel generators, which are class I equipment, had not been anchored either by welding or bolting. (298/8612-01)

This is a Severity Level IV violation (Supplement I.D.).

Pursuant to the provisions of 10 CFR 2.201, the Nebraska Public Power District is' hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
