Dear Mr. McNeill:

BGrimes JPartlow Sub.iect: Partial Feedwater Heating ACRS (101 In your letter dated May 8,1986, you requested that Hope Creek license condition 2.C.12, " Partial Feedwater Heating", he revised, and that this revision be incorporated into the full power license. The license condition currently reads:

PSEAG shall not operate the facility (other than for nomal startup or shutdown) with the feedwater inlet temperature less than 424.5*F.

In your May 8 letter, you noted that during 75% power operation, the feedwater temperature may be reduced to 398 F, which would constitute violation of the license condition as written. You proposed that the license condition be revised to read as follows:

The facility shall not be operated with partial feedwater heating for the purpose of extending the nonnal level cycle without prior written consent of the staff.

We understand that feedwater temperature decreases with a decreasing Dower level and increases with an increasing power level, with all feedwater heaters in service. Additionally, feedwater temperature may decrease as a result of maintenance being performed on the feedwater system.

The staff has reviewed an analysis, to .iustify steady state operation with reduced feedwater temperatures, for a BWR/6. Temperatures ranoing from 420 F to 250*F were considered. The anticipated operating transients were reevaluated to deter-mine the operating Minimum Critical Power Ratio (MCPR) limits. The operating MCPR values were found to increase by 0.01 for operation between feedwater temperatures of 370*F and 320"F, and by 0.03 for feedwater temperatures between 320*F and 250 F.

We have reviewed the application of these findings to Hope Creek operations.

Although plant specific reduced feedwater temperature (RFT) analyses were not performed for Hope Creek, we believe operation with RFT, for the first cycle only, would be acceptable, provided that the Hope Creek Technical Specification operating limit MCPR is increased by 0.03 for a feedwater temperature between 400 F and 320 F and by 0.06 for a feedwater temperature between 320"F and 250 F.

2 The additional margin is to account for possible differences in transient responses between Hope Creek, a BWR/4 and the analyzed RWR/6.

We believe that in lieu of the license condition as currently written, the following license condition may permit greater operational flexibility while assuring operation in analyzed regions:

The facility shall not be operated with reduced feedwater temperature for the purpose of extending the normal fuel cycle. Afin.- the first operating cycle, steady state operation with reduced feeowater temperature (relative to the FSAR analysis value) durino the normal fuel cycle shall be prohibited until plant specific analyses .iustifying such operation are provided by the licensee and approved by the staff.

We request that you notify us by letter of the acceptability of the proposed license condition and MCPR modifications described above. If they are accept-able, please identify the proposed Hope Creek Technical Specifications chances with your response.
