Reference 4 submitted Revision 5 of the La Crosse Boiling Water Reactor's Quality Assurance Program Description (QAPD) for a possession-only condition.

Based on communications with Mr. Sutphin of Region III, we are resubmitting portions of Revision 5 to incorporate some editorial changes and clarifications.

We are also submitting revised pages which reflect an organizational change which took place on January 1, 1988. This organizational change does not affect the effectiveness of the QA Progtvis it changes the title of QA Supervisor to QA Director and the reporting relationship from Plant Superintendent to Assistant General Manager-Operations. Availability of the General Manager for resolution of safety concerns remains the same. The QA Director will remain responsible for implementing and monitoring quality assurance activit,'. i at LACBWR and the change in reporting will enhance the independence of the Quality Assurance Group.
