' Hope Creek Unit 1 Nuclear Plant License No. NPF-57 As a result of the equipment qualification inspection of January 26-29, 1988 and in accordance with NRC Enforcement Policy (10 CFR 2, Appendix C) the following '

violation has been identified:

10 CFR 50, Appendix B, Criterion V states, in part, that: "Activities affecting quality shall be accomplished in accordance with instructions, procedures..."

i Procedure number VPN-NSP-07, Section 8.2.1 states, in part, that: "The use of whiteout and/or obliteration is not permitted on Quality Assurance records. Changes shall be made by a single line drawn through the item with new information written in, initialed and dated."

Contrary to the above, on January 29, EQ file numbers J-601, J-313 and ,

E-171 contained deletions, whiteout changes of the original text that had not been initialed or dated.

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric 8iGas Company is hereby required to submit to this office within_ thirty days of the date of the letter which transmitted this Notice, a written statement or i explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. ,

Where good cause is_shown, consideration will be given to extending this response time. '
