Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A. Technical Specification, to Facilit'y Operating License NPF-11 and NPF-18. This amendment change is being submitted ' for your staff's review and approval.

The proposed amendment adds new fire detector locations to Unit 1 to satisfy License Condition (NPF-11) 2.C.(25)(c). In addition, an administra-tive change is made to both Unit 1 and Unit 2 licenses to delete the requirement for a special report submittal in the event the number of operable detectors falls below the minimum specified. This administrative change is made to restore LaSalle Technical Specifications to conformance with the GE BWR Standard Technical Specifications.

Attachment A provides background and discussion. The proposed change is enclosed in Attachment B. The attached change has received both On-Site and off-site review and approval. We have reviewed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment C.

Conunonwealth Edison is notifying the State of Illinois of our request for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

In accordance with the requirements of 10 CFR 50.170, a fee remittance in the amount of $150.00 is enclosed, O

ATTACHMENT A LASALLE COUNTY STATION UNITS 1 AND 2 TECHNICAL SPECIFICATION CHANGE REQUEST

BACKGROUND: Reference (a) required additional fire detection be added to fire zones 2C/3C, 4C3 and 6E. Fire detection was installed in fire zones 3C and 4C3 prior to the licensing of LSCS Unit 2 (NPF-18) and these zones are included in the Unit 2 Technical Specifications. Fire detection was also installed on the north (Unit 2) portion of zone 6E and is also included in the Unit 2 Technical Specifications. There is no Unit I required safe shutdown equipment in fire zones 3C or 4C3. Installation of fire detection for fire zones 2C, 4C2, and the south (Unit 1) portion of 6E will be completed prior to startup following the Unit 1 first refueling outage.

DISCUSSION: The minimum number of operable fire detectors for zones 2C (1-40), 4C2 (1-39) and 6E (1-38) have been added to Table 3.3.7.9-1 (Attachment A). The LSCS fire detectors in these zones meet the guidelines and intent of NFPA 72E. The detector design was reviewed by a fire protection engineering consultant and found to be acceptable.

The requirements ot Specification 3.3.7.9 action b which require submittal of a Special Report if the minimum number of operable detectors is not met for greater than 14 days is unnecessary and no longer required by reference (d). When compensatory actions are initiated per action a of Specification 3.3.7.9 (i.e., a fire watch established) fire detection integrity is maintained. This change of reporting requirements will reduce an unnecessary reporting burden and is proposed for both Unit 1 and Unit 2.
