Gentlemen:

This refers to the inspection conducted by Messrs. P. H. Harrell and T. Reis of

this office during the period April 6 - May 13,1988, of activities authorized

by NRC nperating License DPR-40 for the Fort Calhoun Station, and to the

discussion of our findings with you and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included followup on the status of

instrument air accumulator assemblies and followup on an onsite event. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

NRC inspectors. The inspection findings are documented in the enclosed

inspection report.

During this inspection, it was found that certain of your activities appeared

to be in violation of NRC requirements. As discussed in the telephone

conversation between T. F. Westerman and W. G. Gates of your staff, we have

scheduled an enforcement conference in our office at 10 a.m. on June 8,1988,

to discuss your understanding of the apparent violations, the reasons for

occurrance, and your corrective actions. We will also discuss the enforcement

policy, if appropriate. An agenda for this meeting is enclosed.

Three unresolved items are identified in paragraph 3 and one unresolved item is

identified in paragraph 4.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
