This letter is in response to your petition dated April 17, 1980 on behalf of Pollution and Environmental Problems,'Inc. (PEP) requesting that the r Director of Nuclear Reactor Regulation suspend the license Amendments Nos.

52 and 49 to rerack and compact the spent fuel pool at the Zion Station, Unit Nos. 1 .and 2.

The NRC staff has reviewed the information relative to your petition. We find that review board hearings and decisions have adequately addressed the PEP concerns and that there is no basis for . suspending- the license i amendments. For the reasons set forth in the enclosed " Director's Decision .-

Under 10 CFR 2.206," your request is hereby denied.

A copy of th'is decision will be placed in the Commission's Public Document Room at 1717 H Street, N.W., Washington D.C. 20555 and at the Local Public Document Room for the Z4on Station located at the Zion-8enton Public Library, 2600 Emmaus Aenue, Zion, Illinois 60099. A copy of this document will also be filed with the Secretary of the Commission for its review in accordance with 10 CFR 2.206(c) of the Commission's regulations.

Enclosed for your inforraation is a copy of the notice that is being filed with the Office of the Federal Register for publication.
