FitzPatrick Nuclear Power Plant RWright KDempsey We have completed our review of the information submitted to date regarding operability of containment purge and vent valves at the James A. FitzPatrick facility. Our review concludes that this information demonstrates the ability of the 20-inch and 24-inch purge and vent valves to close against the buildup of containment pressure in the event of a DBA/LOCA. This conclusion is based upon the limitation of opening angle equal to or less than 40 for valves 27 A0V-111, 27 A0V-112, 27 A0V-113, and equal to er less than 50 for valves 27 A0V-114, 27 A0V-115, 27 A0V-116, 27 A0V-117 and 27 A0V-118. These valves are equipped with mechanical stops to limit the opening angle.

We request that you submit revised Technical Specifications to reflect the above opening angle limitations and, for valves 27 A0V-115, 27 A0V-116, 27 A0V-117 and 27 A0V-118, a closing time of less than or equal to 8 seconds.

We have also completed our related review of the radiological consequences of a DBA/LOCA during containment purging at FitzPatrick and find that the applicable dose guidelines of 10 CFR Part 100 would be met.

Copies of our Safety Evaluations which support the above conclusions are enclosed.
