' MEMORANDUM

. To: Joe D. Tanner, Commissioner -

Department of Natural Resources I

J. Leonard Ledbetter, Di' rector Thru: -

Environmental Protection Divis 'n From: - -- James -L. Setser, Chief 9
  • Program Coordination Br&1ch

Subject:

Recommended Protection Measures F,or Dawson Forest -

Wildlife. Management Area

.O. - -

The environmental radiation field team has completed a detailed survey.,of five areas _ located in a 10,000. acre -tract .. 3 known as-the Dawson Eorest Wildlife _ Management. Area.

WhereasJdetectable amounts of radiation were found in all

-- five areas, two of the locations (hot cell area and cooling off area) showed radiation levels considerably in excess of U. S. Nuclear

. Regulatory Commission; (NRC) guidelines for limits prior to release

  • j- for unrestricted use. The radiation levels in the same two areas

- are also in excess of the release limits established by the Georgia

~

~ Radiological Health Unit in 1972. It alr.o appears that the partic-

ulate matter containing the radioactive irotopes is loosely bound I. in the soil and on other surfaces such that contact with the area by people might result in inhalation of such particles. Protective

', measures should, therefore, be instituted to minimize the exposure of people to the radiation in the two areas. .

5 - Because of the physical and chemical prope ties of the material involved, its removal to a burial site does not appear to be prac-q- tical from a health physics-standpoint. The following protective t-measures are hereby recommended:

1 .

li 1. Hot Cell Area (Figures No. 1 and 2

a. Place the dozen hot ' cell concrete roof slabs inside the former hotcell' two story concrete building which is in the Alef immediate area.

b. Block and seal any outside' openings of the old hot cell building i.e., brick and mortar to seal doors and windows; fill port holes with concrete; seal small hole in the roof to keep out water.
c. Spread fill dirt (approx. 2 ft. in depth) in 150-200 ft.

radial arc on the northwest end and in a 100 ft. by 12 ft.

area on the southwest side.

. d. Af ter the fill dirt is in place, sow the area 'with grass seed. .

e '. Place fencing (cyclone, etc.) around the area (see Figure No. 2) .

f. Post appropriate hazardous area signs on each side of the fenced area i.e., 18" x 6" metal sign ma_rked: ' POSTED-NO ~ ~

  • - i
2. Cooling Off, Area (Figure Nos. 1 and 3)
8. Place fencing (cyclon'e, etc. ) around the area of approx-imately 300 f t. by 300 f t. ,(see Figure No. 3)

O b.

Post appropriate hazardous area signs every 25 feet on 1 each side of' the fenced area i.e. ,18" x' 6" metal sign markedt

" POSTED-NO TRESPASS k NG"'" HAZARDOUS AREA"_ .-

In addition to the recommended protective measures, periodic surveillance on an annual basis should be instituted to monitor

' dose levels, movement of contamination, ground and surface water radiation levels, and selected wildlife radioactivity levels. The ,

surveillance will be performed by EPD's Environmental Radiation Survey team.

The complete report prepared by the Environmental Radiation Survey Team is attached as the basis for the recommendations presented in this memorandum. The EPD staff will be available to work with you or others regarding this' matter.

Dear' Ray:

I am enclosing for your information our completed report by our Environmental Radiation Field Team on the 10,000 acre tract

. ~known as the Dawson Forest Wildlife Management' Area.

ou should review this report carefully and if you have any questions, please do not hesitate to contact Jim Setser.

I would recommend that this Department provide the technical assistance necessary and that your department provide the ,

manpower and equipment necessary to correct the problems which.

have been uncovered. I make this suggestion since you have

. Atlanta, Georgia 30303

Dear Mr. Harris:

This is to acknowledge receipt of your letter of March 11, 1977 concerning the Dawson Forest radiation situation. I appreciate your interest and attention in this matter. -

The sentence structure incorporating the term "all areas" in the report does not mean all areas located throughout the 10,000 acre tract, but rather to the five specific areas enumerated on the preceeding pages. The radioactivity sievels in two of the five areas are considered high enough to warrent closure to access. As a result, recommendations were made to close off the hot cell building 1

and the cooling off area. *

, j The temporary closure of the 10,000 acre tract for the purpose of keeping people out doesn't appear necessary because there is no fence around the tract perimeter at the present time.

Again, I appreciate your interest in this matter and invite you to contact me again should yo.u have further questions.

Sincerely, Joe D. Tanner Commissioner JDTrilb cc: Mr. Ray Shirley - -
