50-440/96013(DRS)

Dear Mr. Myers:

This refers to the inspection conducted by Ms. K. Selburg and Mr. P. Louden of this office

on October 7-11,1996, of activities authorized for your Perry Nuclear Power Plant, Unit 1,

.

..f acility. The focus of this inspection was on your radiation protection program. At the

conclusion of the inspection, the findings were discussed with those members of your

staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of selective examinations of procedures, representative records and  ;

'

interviews with personnel.

Several good ALARA initiatives were used during the refueling outage, including the use of  !

temporary shielding, system and component flushing, and chemical decontaminations I

which contributed to significant dose savings. The initial outage planning incorporated the ]

ALARA principle and was effective in planning dose estimates which accurately '

represented actual work. However, when conflicts in the outage schedule were

encountered, contingency planning was weak in reevaluating new ALARA challenges,

caused by a delay in the chemical decontamination of the reactor recirculation system.

The inspectors also noted that poor planning and pre-job briefing in a non-outage job  !

contributed to workers spending more time than necessary in a high radiation area.

No violations of NRC requirements were identified during the course of this inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter

and the enclosures will be placed in the NRC Public Document Room.
