Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend Appendix A, Technical Specification, to Facility Operating License W F-ll and NPF-18. This document change is being submitted for your staff's review and approval. This change adds new actions for inoperable control rod scram accumulator pressure and level monitors, and removes the upper limit on the accumulator pressure setpoint.

Attachment A provides background and discussion. The proposed change is enclosed in Attachment B. The attached change has received both On-Site and Off-Site review and approval. We have reviewed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment C.

Commonwealth Edison is notifying the State of Illinois of our request for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

In accordance with the requirements of 10 CFR 50.170, a fee remittance in the amount of $150.00 is enclosed.

ATTACFNENT A TECHNICAL SPECIFICATION CHANGE REQUEST LASALLE COUNTY STATION UNITS 1 AND 2

LaSalle County Station Units 1 and 2 CRD System Scram Accumulator Alarms BACKGROUND AND DISCUSSION:

The control rod drive (CRD) System provides high pressure charging water to the under-piston area of the control rod drive mechanisms to scram the reactor when required. Each of 185 control rods is equipped with a scram accumulator (reference (b)). During normal plant operations, reactor pressure provides the driving force to insert the control rods during a scram. When the plant is not at full operating pressure, the CRD accumu-lators provide the motive force for reactor scrams. To ensure that each accumulator has sufficient stored energy, the accumulator gas pressure must be kept at greater than or equal to 940 psig at all times when the scram function for that control rod is required to be operable per reference (a).

Surveillance requirement 4.1.3.5 is provided in the Technical Specification to ensure accumulator operability. It should be noted however that while this surveillance is required in operational condition 1 (RUN), the control rods will scram without accumulator pressure at times when the reactor is at normal operating pressure. (reference (c))

Surve111ence requirement 4.1.3.5.a requires the accumulator pressure to be greater than or equal to 940 psig. This is normally verified at least once per seven days by visual observation of a pressure gauge. In addition an alarm is provided to ensure that between these weekly surveil-lences the pressure is maintained at or above 940 psig. This monitor is set to alarm at 940 psig +30, -0 psig on decreasing pressure in accordance with Technical Specification Surveillence requirement 4.1.3.5.b.1.b). This tolerance band is not required to ensure the operability of either the pressure monitor or the accumulator. Any pressure setpoint at or above 940 psig is acceptable and will allow operational flexability while not posing a safety concern since any higher setpoint will provide an earlier warning of a degraded accumulator. Attachment B revises the pressure alarm calibration requirement to have a setpoint of greater than or equal to 940 psig.

In addition there is no action provided in specification 3.1.3.5 if a level or pressure monitor is inoperable. In either of these events, plant operations should be allowed to continue while repairs are effected, provided increased checks are made to ensure the accumulator remains operable. These actions are provided as new actions c & d for Technical Specification 3.1.3.5 (Attachment B) which provides for once per 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> verification of sufficient accumulator pressure or no accumulated water for up to 31 days before declaring the accumulator inoperable. These actions are appropriate for the level of degradation caused by the inoperable alarm.
