l Director of Nuclear Reactor Regulation Attention: Ms. E. Adensam, Chief Licensing Branch No. 4 l

Division of Licensing i U.S. Nuclear Regulatory Comission l Washington, D.C. 20555

Dear Ms. Adensam:

In the Matter of ) Docket No. 50-327 Tennessee Valley Authority ) 328 Please refer to your letter to H. G. Parris dated April 26, 1983 concerning the Safety Evaluation Report (SER) for Environmental Qualification of Safety-Related Electrical Equipment at the Sequoyah Nuclear Plant (SQNP).

Your letter requested that for items in NRC Categories I.B, II.A, and IV, as identified in the Technical Evaluation Report (TER), TVA must reverify I the justification for continued operation (JCO) for any qualification deficiencies documented in Section 5 of the TER and provide JC0 for any equipment not previously provided within thirty (30) days of receipt of that letter.

As we discussed with members of your staff during a telecon held on May 17, 1983, we are unable to respond in the timeframe provided for the following reasons:

1. TVA perconnel responsible for providing the requested information are currently working to provide a response to 10 CFR 50.49 for the Watts l

Bar Nuclear Plant (WBNP). These same organizations are also currently l- working to develop a program plan for the qualification of mechanical

! equipment which you have recently requested.

2. The SQNP SER was not received by TVA in a timeframe that would allow the SER response to be prepared in parallel with the response to 10 CFR 50.49 for SQNP. Therefore, much of the work will require additional efforts to resolve deficiencies identified in the SER that otherwise would have been considered in our 10 CFR 50.49 response.

l We intend to submit two partial responses to the SER open item indicated in L the TER. An initial response will be submitted near July 1, 1983 with the I remainder of the information by July 29, 1983 Ao41
