SUMMARY

OF THE DECEMBER 21, 2001, MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND PACIFIC GAS AND ELECTRIC COMPANY (TAC NO. L23358)

On December 21, 2001, a meeting was held between the Nuclear Regulatory Commission (NRC) staff and representatives of Pacific Gas and Electric Company (PG&E) to discuss PG&Es application for a license to build and operate an independent spent fuel storage installation (ISFSI) at the Diablo Canyon Nuclear Plant. The purpose of this meeting was for PG&E to formally submit its application for the license and provide an overview of the applications format and content. Attached is an attendance list. This meeting was noticed on December 10, 2001.

During the meeting PG&E staff discussed what documents were contained in the application, how the documents were formatted, and how the documents incorporated other information, previously docketed by NRC, such as the Holtec HI-STORM 100 Safety Analysis Report as amended through December 2001. The following documents were discussed:

+ Emergency Plan

+ Proposed Technical Specifications

+ Training Program

+ Quality Assurance Prgram

+ Preliminary Decommissioning Plan

2. Safety Analysis Report
3. Environmental Report
4. Calculation Packages
5. Geological Data Reports The Center for Nuclear Waste Regulatory Analysis (CNWRA) will assist the NRC staff in the technical review of the application. NRC has not yet set a schedule to complete the acceptance review for the application. PG&E and NRC staff agreed to hold future meetings with CNWRA to address specific technical issues discussed in the application.
