The reference letter transmitted a proposed amendment to Appendix A, Technical Specifications to facility Operating Licenses DPR-29 and DPR-30, The proposed amendment revises the requirements associated with the High Pressure Coolant injection (HPCI) and Reactor Core Isolatton Cooling (RCIC)

Systems.

Through discussions with the NRR Project Manager for Quad Cities Station, it was determined that an additional surveillance requirement should be added to the proposed amendment. The new surveillance requires the venting of the HPCI and RCIC systems discharge piping at a frequency of once per mnth to prevent water hammer in the systems. This surveillance requirement ,

consistent with the Standard Technical Specification.

Attachment A provides a summary of the changes to the Technical Specification and Attachment B provides a copy of the marked-up changes. The additional change is within the scope of the No Significant Hazards Consideration Evaluation, which was provided in the referenced letter.

The proposed amendment has been reviewed and approved by Commonwealth Edison's On-site and Off-site Reviews in accordance with Company procedures.
