CLOSURE DOCUMENT ALLEGATION NO. RilI-04-A-0061 (POINT BEACH)

In accordance with the Allegation Review Board the following closure material is submitted.

Concern 1:

Cl was concerned that supervisors and maintenance crews are working beyond the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed and becoming tired enough that they are making mistakes. You stated that the supervisors and crews in the mechanical and electrical maintenance department have been charging excessive hours to turnover to avoid the need for a waiver or writing a CAP when the working hour limits was exceeded.

Inspection scoDe:

The inspector reviewed the hours worked and the security gate entry and exit tirmes from February 2004 until May 2004. This included samples from all departments and levels of employee from workers to upper management. The review included work hours greater than 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> in 24, 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> in 48, and 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in 7 days.

With the exception of a couple of records, all were within the plant guidelines for hours worked with the assumed turnover time. In discussion with the inspector it should be noted that the couple that were outside of the procedural limits were administrative personnel and were not egregious in nature (i.e., were not significantly over the procedure limit).

ENCLOSURE: Inspection results CONTACT: J. Giessner, DRP 630/829-9608 Point Beach Employee Hours Worked Inspection Scope The inspector reviewed the hours worked and the security gate entry and exit times from February 2004 until May 2004. This included samples from all departments and levels of employee from workers to upper management. The review included work hours greater than 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> in 24, 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> in 48, and 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in 7 days.

Analysis A review of the hours indicated that though there were a lot of hours that were worked the employees, with only a couple of exceptions were within the procedural limits of work hours. The plant considers 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> on either side of the work day as turnover time. Therefore, a person on 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> shifts can work as long as 14 hour1.62037e-4 days <br />0.00389 hours <br />2.314815e-5 weeks <br />5.327e-6 months <br /> in a given day, this has been an excepted industry practice.

It was found that 14 hours1.62037e-4 days <br />0.00389 hours <br />2.314815e-5 weeks <br />5.327e-6 months <br /> is the exception, most of the people worked 12.5 to 13 hours1.50463e-4 days <br />0.00361 hours <br />2.149471e-5 weeks <br />4.9465e-6 months <br />. The security gate entry and exit times matched the hours work on the time care, again with only a few exceptions. Some of the employees worked 13 days in a row before having one day off, but most worked 6 days as then were off one day. The inspectors found no indication of excessive hours or continuous days worked was being required by the licensee. The Unit 1 refueling outage began on April 2. 2004 and went through June 3, 2004.

Based on the inspector's review, management control of hours seems to be adequate, there appears of be no programmatic problems.

Findings No findings of significance were identified.
