Confirmation Facsimile of the Immediately Reportable Event (1-82-03)

This confirms the telephone conversation at 1550 on January 25, 1982,-between Mr. d. M. Poulk, Regulatory Specialist, and Mr. C. A. Julian of your office concerning an immediately reportable event per Technical Specification 6.9.1.8.b.

On January 18, 1982, Unit No. 1 experienced a reactor recirculation pump trip while performing tests on its associated logic circuits. Following the correction of the trip signal, the recirculation pump was restarted per operating procedure OP-2. A review of this procedure has determined that it allows the recirculation pump to be started with > 50% rated loop flow in the operating loop. This is in violation of Technical Specification 3.4.1.3.

A review of this technical specification requirement, 5 50% of rated flow in the operating loop, determined that it was established when the unit switched to BWR Standard Technical Specifications. Restart of an idle loop recirculation pump under original technical specifications required 5 50%

rated speed in the operating loop. GE has been contacted on this and their initial response is that for variable speed pumps (Brunswick Unit Nos. 1 and

2) $ 50% rated speed is the correct parameter.

Mr. James P. O'Reilly January 25, 1982 Procedures will be revised to reflect Standard Technical Specifications. Upon official notification from GE that speed is the correct parameter, a technical specification request change will be initiated.
