In the Matter of ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 BRONNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 274 HIGH PRESSURE COOLANT- INJECTION (HPCI) SYSTEM AND REACTOR CORE ISOLATION COOLING (RCIC) SYSTEM SECTIONS 3.5.E AND'3.5.F In accordance with the provisions of 10 CFR 50 ' and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68. The amendment will change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1).

These proposed changes revise Technical Specifications 3/4.5,E, 3/4.5.F, and their respective Bases sections. The intent of the proposed changes is to revise the reactor pressure requirement at which the HPCI and RCIC systems must be operable. This will align the BFN Technical Specifications with the analyzed operation range and design specifications of these systems.

In addition, NUREG 0737, Item II.K.3.13, required the RCIC system have automatic restart capability. BFN has completed the work satisfying this requirement. The RCIC automatic restart feature is verified in the RCIC simulated automatic actuation logic test which is performed under BFN Technical Specification 4.5.F.l.a. once every 18 months. This completes the actions for RCIC automatic restart as stated in item II.K.3.13.

Description, reason for change, and justification in support of the proposed changes are enclosed (Enclosure 2). A proposed determination of no significant hazards is provided in Enclosure 3. He request that these specifications be made effective 30 days after issuance.
