Public Service Electric and Gas Company Steven E. Miltenberger Public Service Electric and Gas Company P.O. Box 236, Hancocks Bridge, NJ 08038 609-339-4199 Vice President and Chief Nuclear Officer June 8, 1989 NLR-N89103 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

REVISED REQUEST FOR AMENDMENT REACTOR HEAD VENTS LICENSE DPR-70 AND DPR-75 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 Attached are revised Technical Specification pages 3/4 4-35 (Unit

1) and 3/4 4-34 (Unit 2) for incorporation into License Change Request (LCR) 88-02, which was submitted via PSE&G letter NLR-N88136 dated September 12, 1988. The revised pages are being submitted pursuant to a request by Mr. J. Stone, NRC Licensing Project Manager.

The revised pages add a 72 hour8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
action statement in the event all Reactor Vessel Head Vent pathways become inoperable. The revised pages also clarify the number of Reactor Head Vent pathways that exist in each unit. These proposed revisions are being submitted to more closely resemble the Technical Specifications recommended by Generic Letter 83-37. The variation from the Generic Letter is that Salem's PORVs and head vents are addressed in separate specifications versus in the same specification as in Generic Letter 83-37.

PSE&G has reviewed the revised LCR against the original submittal and has determined that the original Significant Hazards Consideration remains valid and that the proposed changes do not constitute a Significant Hazards Consideration.

Should you have any questions, please feel free to contact us.

Sincerely, Attachment
