NLR-N90098 United States Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 Gentlemen:

IMPLEMENTATION OF MODIFICATIONS TO THE SALEM POST ACCIDENT SAMPLING SYSTEM (PASS)

SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75

  • DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) committed, in a letter dated April 14, 1989, to modifying the Salem PASS to provide backup grab sample capability, by the first quarter of 1990. PSE&G failed to complete those modifications in accordance with the committed schedule. The underlying root cause of that failure is under investigation. Initial indications are that our work control process and commitment tracking tools failed to adequately recognize the regulatory significance of this item.

Our investigation is continuing at this time. A supplemental report will be submitted within 60 days identifying the final root cause determination and our corrective actions to assure future* compliance.

The revised date for complete modification installation is September 1, 1990. Procedure upgrades and training*will be completed by October 1, 1990. Should you have any questions on this transmittal, please do not hesitate to contact us.

Sincerely, 4~~
