NRC Inspection Report Nos. 50-272/95-81 and 50-311/95-81 for Salem Nuclear Generating Station Unit Nos. 1 and 2 was transmitted to Public Service Electric & Gas Company (PSE&G) on January 31, 1996. This report identified four violations. By letter dated February 29, 1996 (ref. LR-N96030), PSE&G transmitted its response to these violations. Specifically, PSE&G stated, in response to violation 50-272/95-81-04 and 50-311/95-81-04 (page 10 of LR-N96030 attachment 1), that PSE&G would pursue

.a design change to replace the present Overhead Annunciator (OHA) system with a new system following the Unit's restart.

As follow-up to this commitment, the NRC inspected and documented closure of the violation response in NRC Inspection Reports 50-272/96-13 and 50-311/96-13, and 50-272/97-03 and 50-311/97-03, dated December 3, 1996, and April 15, 1997, respectively. NRC closure of this issue was based, in part, on design modifications performed during the restart of the Salem Units that corrected system design flaws through firmware and software replacements. Additionally, procedure changes were implemented to simplify the steps required to determine_the cause offailure and restore the system to operation in a timely manner. As a result of the success of the modifications and procedural changes, PSE&G is no longer pursuing a total system replacement.

In accordance with PSE&G's commitment management program, PSE&G is hereby notifying the NRC that PSE&G is modifying the original commitment to pursue a design change to replace the present Overhead Annunciator (OHA) system with a new system /
