REVISION TO COMMITMENT BULLETIN 88-08

  • THERMAL STRESS IN PIPING CONNECTED TO REACTOR COOLANT SYSTEM SALEM GENERATING STATIONS UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 By letters dated January 24, 1994 (Our Ref: NLR-N93204), Public Service Electric and Gas (PSE&G) provided the results of thermal fatigue analyses for the Auxiliary Spray and Alternate Charging lines. The conclusions of those analyses were that the
  • charging lines were acceptable for the plant design life. (i.e., cumulative fatigue usage factor less than 1.0) The calculated cumulative fatigue usage for the Auxiliary Spray line exceeded 1.0 in 24 calendar years. PSE&G, therefore, committed_ to re-evaluate the Auxiliary Spray line approximately t_hree years prior to exceeding the 24-year limit.

PSE&G committed to re-evaluating the.Unit 1 piping prior to December 31, 1998 and the Unit 2 prior to December 31, 2002.

As described below, PSE&G is extending its commitment to re-evaluate Unit 1 to Ij December 31, 1999. / n Additional analyses of the Auxiliary Spray line have been completed. The purpose of the new analyses was to revise assumptions to more accurately reflect plant conditions/Joo and operations. For example, three dimensional finite element analyses were /

performed to calculate thermal stresses rather than hand calculation methods or two-dimensional finite element analyses. The results showed that fatigue usage from thermal stratification or thermal striping (the loading conditions identified in Bulletin 88-

08) were negligible. The primary loading conditions which lead to the limiting 24 year fatigue life are other operational transients postulated for this piping, not the conditions described in Bulletin 88-08.

OCT 12 1998 Document Control Desk LR-N98046r PSE&G plans to perform additional evaluations and analyses of the Auxiliary Spray line. These analyses will focus on a thorough review of operating experience at Salem Units 1 and 2 and other similar Westinghouse plants, as appropriate, to validate or modify the assumptions included in the original analyses regarding the number and type of operational transients over plant life. PSE&G considers the assumptions included in the original analyses submitted with our January 24, letter to be overly conservative.

PSE&G expects that when the analyses are updated based on more realistic assumptions relative to plant operational transients, the limit for fatigue usage will exceed 24 years. These additional analyses will be completed by December 31, 1999, and PSE&G expects to extend the limiting life past the present 24-year limit. In addition, the original analyses assumed that the plants were operated during the entire period. Salem Unit 1 was shutdown from June 1995 until the Spring of 1998. This period (almost 3 years) will not be included in the limiting life calculation.

Based on the above discussion, PSE&G is revising its commitment to re-evaluate the Unit 1 piping prior to December 31, 1998 to December 31, 1999.
