This facsimile confirms the conversation between Mr. J. M. Brown, Operard.ons Manager, and Mr. P. Kellogg, of your office, at 1600 on December 12,19"<9.

While performing PT 19.6,0.1, Visual Inspection of Inaccessible Snubbers, snubbers B21-34SS296, B21-34SS297, B21-34SS299, B21-34SS336, B21-34SS339, and B21-34SS340, all downstream of main steam safety relief valve B21-F013H, were found inoperable. It is believed that this damage occurred following a reactor scram on November 20, 1979, when safety relief valves F013F, G, and H autenati-cally lifted. An inspection of all snubbers in the drywell is in pro; tress at this time.

This event is 'rsported un:er Technical Specifications 6.9.1.81.
