Millstone Unit No. 3 I.E. Bulletin No. 79-14

(2) Supplement Letter B.H. Grier to W.G. Counsil dated August 15, 1979.

References (1) and (2) transmitted the subject Bulletin to Northeast Nuclear Energy Company requesting appropriate action. As a holder of a Construction Permit, the Applicant will only respond to Items 2 and 3 of the subject Bulletin and Supplement.

Items 2 and 3 require the Applicant to inspect all safety-related systems to confirm that the as-built pipe and supports conform to the seismic analysis.

At the current time, piping erection has not been completed on any safety-related system in any building. Therefore at this time the requested inspecticn cannot be carried out. Furthermore, it is the Applicant's position that the Architect Engineers Quality Assurance and Control Manual for ASME III satisfactorily describes a site inspection program to confirm that the as-built condition of safety-related pipes and pipe supports at construction completion conform to the design documents. Using appropriate control documents, which include design drawings, erection and design specifications, manufacturer 1574 021 7912140 S'7

drawings and ASME control isometrics, field quality control personnel will verify design conformance for all safety-related systems.
