Gentlemen:

Millstona Nuclear Power Station, Unit No. 2 Proposed Revisions to Technical Specifications Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its operating license, DPR-65, by incorporating the changes identified in Attachment 1 into the Millstone Unit No. 2 Technical Specifications.

The change proposes to revise the door numbers listed in Table 3.9-1 and the position of certain doors in the Auxiliary Building during fuel movement within the spent fuel storage area or crane operation with loads over the spent fuel storage pool.

The door numbers listed in Table 3.9-1 have been revised as a result of security modifications implemented at Millstone Unit No. 2, and the Technical Specifications are proposed to be clarified accordingly.

The revised positions of the noted Auxiliary Building doors will provide access to the container storage area and the solidification system area during fuel movement within the spent fuel storage area or during crane operation with loads over the spent fuel storage pool. Integrity of the areas for which the EBFS serves as an engineered safety feature is not compromised as a result of this proposal.

The above proposed changes have been reviewed pursuant to 10CFR50.59 and have not been found to constitute an unreviewed safety question. The basis for this is thac the above-proposed changes do not decrease the ability of the Enclocure Building Filtration System to perform its design function for the spent fuel pool area.

  • The Millstone Unit No. 2 Nuclear Review Board has reviewed and approved the above-proposed changes and concurred in the above determination.

NNECO has reviewed the proposed license amendment pursuant to the requirements

. of 10CFR170 and has determined that this Class III change can be incorporated into the Cycle 4 reload effort. As such, the appropriate amendment fee has been forwarded in Reference (1).
