. DOCKET NO. 50-324 f- LICENSE NO. DPR-62 SPECIAL REPORT PER TECl!NICAL SPECIFICATION 3.3.5.7 AND PURSUANT TO TECllNICAL SPECIFICATION 6.9.2 (2-SR-89-006)

Gentlemen:

During the Unit 2 1988 refueling / maintenance outage, the unit Reactor Building fire detection system zone 14 instrumentation was declared inoperable at 0400 hours0.00463 days
0.111 hours
6.613757e-4 weeks
1.522e-4 months
on November 14, 1989, due to erroneous fire alarms. This zone monitors the 117-foot elevation of the building. A limiting condition for operation (LCO) and appropriate Work Request / Job Orders (WR/J0s) were initiated to investigate and resolve any problem (s) to which the subject fire alarms could -

be attributed.

Due to relative _ inaccessibility of the involved fire detectors (located on the ceiling above the 117-foot elevation of the Reactor Building) and resulting personnel safety concern regarding troubleshooting of the problem (s), the cause of the subject fire alarms has not yet been determined. As such, the 14-day time frame of the involved LCO was exceeded on November 28, 1989.

The expected date for completion of the involved repair activities and return of the involved instrumentation to service is March 30, 1990. Pending completion of the repair activities, an hourly fire watch patrol, as required by technical specifications, will remain in effect.

Very truly yours, N
