" Emergency Procedures and Trafning for Station Blackout Events." ' / <N[rh WI The River Bend Station (RBS) is currently in the construction stage and has a scheduled Fuel Load Date of October, 1983. Our Emergency Procedures and Training Prcgrams are being develcped and will include procedures that direct the operator in siti-gating a station blackout event.

The operator requalification program and the simulator training program vill include exercises that model the postulated loss of all AC power and necessitate the use of natural circulation flow, the steam-driven reactor core isolation cooling system and safety relief valves. These gograms vill be outlined in the RBS Administrative Training Manual.

The RBS engineering group is performing an assessment of the plant design with emphasis on items a, b, c, f and g of your February 25, 1981 letter to insure that the emergency procedures, when developed, can be implemented.

Gulf States Utilities Company is participating in industry efforts to develop generic emergency procedure guidelines. These guidelines vill contain the necessary actions to mitigate a station blackcut event and assure adequate cose cooling.
