7. Are soft targets free from impact by nearby equipment or structures? Yes SWT noted cable tray with 1/4" vertical clearanceto top of cabinet support modification. Concern is that differential movement between the floors can cause equipment to spatially interactand cause change of state in SB041.

Both pieces can be taken as rigid in the verticaldirection. Verify from In-Structure Response Spectra whether clearanceis acceptable.

Licensing Basis Evaluation: Inspection of verticalresponse spectra at this level confirms that 1/4" is more than adequate separationfor vertically rigid components. No adverse seismic concern.

SWT observed scaffolding in zone of influence of the tank soft targets (site glass) with no bracing or wall anchorageat top bay (3 bays total). Members appearsuitable to withstand moment so as to preclude collapse, but verification is requiredfrom scaffolding documentation on site. Also, scaffolding is braced to tank legs. While the tank legs and anchorage appear adequateto withstand relatively light added scaffold lateralload, verification is requiredto confirm equipment qualificationfor tank was reconciled.

Licensing Basis Evaluation: SWT received WCNOC Scaffolding Evaluation (Scaffold Request # 12-SO189, Work Order # 11-345393) that validates scaffold installationin accordance with procedure. SWT concludes from engineeringjudgment that scaffolding is acceptable given negligible additional loading due to SSE on rugged tank legs.

Licensing Basis Evaluation: The SWT concluded that the presence of bolting is not required to preclude seismic chatter;therefore no adverse seismic condition.
