Units 1, 2, and 3 and Independent Spent Fuel Storage Installation Docket Nos. STN 50-528/529/530 and 72-44 Submittal of Annual Financial Reports 2015 Pursuant to 10 CFR 50. 71(b) and 10 CFR 72.BO(b ), enclosed please find the 2015 Annual Financial Reports for two Participants who jointly own PVNGS and do not file a Form 10-Q with the Securities and Exchange Commission or a Form 1 with the Federal Energy Regulatory Commission. These Participants are Southern California Public Power Authority and Los Angeles Department of Water and Power. The Salt River Project is also a Participant who jointly owns PVNGS and does not file a Form 10-Q with the Securities and Exchange Commission or a Form 1 with the Federal Energy Regulatory Commission. The 2015 Annual Financial Report for the Salt River Project was provided by Arizona Public Service Company (APS) letter number 102-07160, dated December 9, 4015 [Agencywide Documents Access and Management System (ADAMS) Accession Number ML15356A124].

The remaining Participants who jointly own PVNGS file a Form 10-Q with the Securities and Exchange Commission or a Form 1 with the Federal Energy Regulatory Commission and therefore do not have to file an Annual Financial Report in accordance with 10 CFR 50.71(b) or 10 CFR 72.SO(b). These Participants are El Paso Electric Company, Arizona Public Service Company, Southern California Edison Company and Public Service Company of New Mexico.

No commitments are being made to the NRC by this letter.
