Core Operating Limits Report (COLR) Cycle 28 Revision 1 and Technical Requirements Manual (TRM) Revision 10 TQ: Distribution Attached is Revision 1 of the Ginna Station Core Operating Limits Report for Cycle 28 and the associated pages for Revision 10 of the Technical Requirements Manual.
Revision 1 of the COLR Cycle 28 is due to changes in the required shutdown margin as the result of a new steam line break analysis. Revision 10 of the TRM is due to the combining of the S07 and S08 halon systems and typos.
Cycle 28 Revision 1 of the COLR and Revision 10 of the TRM are considered effective April 18, 1999. Instructions for the necessary changes to the ITS for your controlled copy of the COLR and TRM are as follows:

- 3. 9 REFUELING OPERATIONS 3.9.4 Full Core Offload for Cycle 27 TR 3.9.4 For the removal of all irradiated fuel assemblies from the reactor to the spent fuel pool (SFP), the following shall be met:
- a. Two SFP cooling systems shall be OPERABLE, each commensurate with the SFP heat load; and
- b. The combination of the following screenhouse bay water temperature (T) .and in-reactor decay time shall be met:

- 1. The SFP heat load and SFP cooling system capabilities are determined by Nuclear Engineering Services.
- 2. The combination of screenhouse bay water temperature and minimum in-reactor decay time is cycle/outage specific.
APPLICABILITY: During the complete removal of irradiated fuel assemblies from the reactor to the SFP, and until the reactor has been refueled.
