RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION GENERIC LETTER 83-28, ITEM 2.2.1 SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 During a March 30, 1989 telephone conversation between the NRC and PSE&G staff, the subject request for additional information regarding control and use of the Master Equipment List (MEL) at the Salem Generating station was discussed. Attachment 1 documents our response to Items 2.2.1.2 and 2.2.1.3 accordingly.

Attachment 1 ITEM 2.2.1.2:

The licensee needs to describe procedures which control the addition of new items to the Master Equipment List (MEL); control changes in the classification of items already on the MEL; prevent unauthorized changes to the MEL; and facilitate the maintenance and distribution to users of the MEL as a single, consistent and unambiguous source of classification information.

RESPONSE

The previously discussed MEL has been replaced with the Managed Maintenance Information System (MMIS), which is comprised of several modules which support station maintenance and modification activities. The Resource Data Module contains component information such as classification, plant system, component identification number, bills of material and location data.* The Maintenance Planning Module contains information such as work order and preventive maintenance data required to support station planning/maintenance activities. Both of these modules interface with each other in order to utilize current data.

The MMIS database group within the Engineering and Plant Betterment Department is responsible for database changes which affect component identification and classification data. Through user profiles employing security password access, this group is the only organization permitted to make changes to component data. Approved procedures are in place which control changes to the database as well as define the MMIS work control processes.

The MMIS Database Management Group has the responsibility for assigning component identification numbers for new components to be installed in the plant. This centralized control process ensures that a consistent numbering scheme is maintained.

When plant modifications are proposed, the configuration control process procedure is implemented, which defines the requirements for controlling these plant changes. Component modification, installation and classification are accomplished in accordance with approved procedures utilized by Nuclear Department personnel.

The licensee needs to provide a description of the formal procedure for use of the MEL which was to be issued by May 1983.

This procedure should direct station and engineering personnel to use the MEL for determining the classification and appropriate procedures for accomplishing the use of activities that may affect this equipment such as maintenance, testing, design changes, engineering support work, the accomplishment of setpoint changes and the performance of special tests and studies.

RESPONSE

The Maintenance Planning Module is used by station personnel to initiate work orders required to perform plant maintenance activities. Work orders are computer-generated and initiated against individual components. The component classification which appears on the work order is "backgrounded" from the Resource Data Module which is verified by engineering. This classification data which appears on the printed work order is protected and cannot be changed without approved documentation (i.e., Design Change Package), and then only by the Database Management Group. Station personnel use station initiated and approved administrative procedures which define the work control processes to be implemented in order to accomplish the assigned tasks.

Nuclear Department personnel are required to adhere to departmental approved procedures, thereby maintaining consistent plant configuration and database integrity.
