-SALEN(GENERATING STATION SALEM GENERATING STATIONS UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Gentlemen:

On March 2, 1979, Public Service Electric and Gas (PSE&G) responded to Circular 76-06 (Stress Corrosion Cracks in Stagnant, Low Pressure Stainless Piping Containing Boric Acid Solution at PWRs), and made the statement that "... contained fluid in critical systems will be sampled periodically and analyzed for chlorides and oxygen .... "

On December 27, 1979, PSE&G responded to Bulletin 79-17, Rev 1 (Pipe Cracks in Stagnant Borated Water Systems at PWR Plants), and stated that "... Our response to IE Circular 76-06 included the sampling and analysis for dissolved oxygen also.

  • However, those portions of the systems affected by Circular 76-06 and Bulletin 79-17 are all supplied by oxygen saturated water with high boron concentration ..... Therefore, we have elected to maintain control over the stress-corrosion cracking propensity in stagnant lines through a program of chloride analysis of contained fluids, .... "

According to the PSE&G commitment management program, PSE&G is revising its commitment to quarterly chemical sampling of "dead leg" samples performed to satisfy NRC Circulars No. 76-06 and IE Bulletin 79-17 for Salem Nuclear Generating Station Unit Nos. 1 and 2.

In accordance with the requirements defined in Circular 76-06, a program was established to define the surveillance requirements at Salem Generating Station to assure that the effluent chemistry will maintain low levels of potential corrodants in stagnant borated water. Ten years of results show chloride levels to be consistently low at the specified sample points. During the ten years, no violation of the specification limits was observed.   • LR-N98003'9 the limits, resampling verification revealed satisfactory results. The most probable reason for the initial high analysis results (was) is sample container contamination.

Additionally, this sampling program has significantly increased the Chemistry Department radiation dose. Technicians sampling the dead legs usually contribute approximately 83% of the department's radiation dosage. Ten years of sampling experience clearly demonstrates that continued sampling will only unnecessarily increase personnel dose, with no observable technical or safety benefit. One of PSE&G's goals is to safely operate the nuclear Units, and to maintain personnel exposures As Low As Reasonable Achievable (ALARA). Based on the above information we are discontinuing the sampling program effective March 31, 1998.

The data containing the results from chemical sampling performed for Salem Units 1 and 2, are available at the Salem Generating Station for NRC review, if required.
