SUMMARY
OF APRIL 5-6, 2018, PUBLIC MEETING TO DISCUSS LICENSING MODERNIZATION PROJECT On April 5 and 6, 2018, the U.S. Nuclear Regulatory Commission (NRC) held a Category 2 public meeting with representatives from Southern Company, national laboratories, Nuclear Energy Institute, and other stakeholders to discuss the development of guidance documents supporting licensing advanced reactor designs (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18073A214). Enclosure 1 contains a list of meeting attendees and participants who joined via webinar. The primary topic of discussion was Draft Report Revision H of the Licensing Modernization Project (LMP) guidance document Risk-Informed Performance-Based Guidance for Non-Light Water Reactor Licensing Basis Development (ADAMS Accession No. ML18094B085). The slides and meeting handouts are available in ADAMS Accession No. ML18109A540.
Mr. Jason Redd, Southern Nuclear Company, led the discussions on the LMPs current draft of the guidance for the developing licensing bases for non-light water reactors. Mr. Redd used the draft report (ADAMS Accession No. ML18094B085) to support discussions and highlight specific areas for which the LMP was seeking insights from the NRC staff. The meeting was temporarily suspended on the afternoon of April 5, 2018, so that NRC staff and those attending the meeting could participate in a meeting of the Advisory Committee on Reactor Safeguards (ACRS) on the subject of functional containment performance criteria. The staff committed to providing written comments and questions on the draft report by April 20, 2018. Those comments will be made available in ADAMS and will address the discussions held during the meeting. The NRC staff introduced two references during the meeting. The first is an interim paper prepared by the NRC staff on multi-module risk (ADAMS Accession No. ML14150A330) and the second is an article entitled Integrating quantitative defense-in-depth metrics into new reactor designs published in Nuclear Engineering and Design.

J. Segala 2 The LMP plans to prepare another draft of the guidance document to discuss at a meeting with the staff tentatively scheduled for June 4, 2018, and a meeting with the Future Plant Designs Subcommittee of the ACRS on June 19, 2018.
The next periodic stakeholder meeting is scheduled for May 3, 2018, and the next meeting on the LMP guidance document is tentatively scheduled for June 4, 2018.
