The sui. ject deficiency describes a lif tof f-voltage problem for Rosemount 1153A tran;,=itters.

The device will not start up for certain combinations of power supply voltage, tero suppression, ambient temperature, etc.

In Waterford SES Unit No. 3 applications, the voltage provided to the current loop of the transmitter is 40 volts dc.

Since the lif tof f-voltage problem does not occur if the power supply voltage exceeds 30 volts, we do no.t believe that this failure is a reportable deficiency under 10CFR50.55e.
