4. Note styles and Action Table and SRs Table headings use all caps, again a convention reserved for defined terms. 5. Sections and Specifications Titles are inconsistent, some underlined

-some are not. 6. Topic heading in the Bases are underlined.

7. All abbreviated forms are in all capital letters, can not distinguish if it is for defined term or not. Reason for Change: 1. Consistency with the convention for defined terms. 2. Consistency of using different numbers for different sections.
3. Avoid underlined text which is inconsistent with use for HTML (underline means a hyperlink for those with visual disabilities that can not distinguish such from the color blue.) 4. Put abbreviated forms for defined terms in italics.

Integrated Industry / NRC Priority List Significant Regulatory Issues Being Followed by the NRC and the TSTF for Which a Traveler has Not Yet Been Created: Low or No Safety Significance Verbatim Compliance Issues -The NRC acknowledges that the words in the old custom, the old standard and the ITS are not perfect. The NRC and Industry have spent an inordinate period of time on literal or verbatim compliance issues that have little or no safety significance.

The NRC wanted to know if the TSTF is considering proposing generic fixes to these kinds of issues. Some generic/motherhood fixes could address many of these issues -especially "during testing" and "during realignment." The NRC would entertain a generic or issue specifically a change or group of changes to address low significance verbatim compliance issues. TSTF to consider an action to address these issues. Bryan Ford specifically addressed the BWR secondary modes of operation issue and asked for the opportunity to meet with TSB/RBB during the 12/16 -12/17, 1998 timeframe

-Mark R/B. Ford to discuss. B. Ford would like some information on changes considered to address not declaring equipment inoperable and taking the actions when the equipment is made inoperable during surveillance testing.

4/19/99 -TSTF is continuing to evaluate the need for generic resolution for the types of issues that may arse and is working with the NEI License Amendment Task Force (LATF) to develop an LCO 3.0.8 to address one aspect of these issues. TSTF is also working to find other resolutions.

TSTF/Industry Initiative to Address TSTF Adoption by Converted Plants -The NRC and Industry discussed the industry draft Administrative Letter. The TSTF will provide the Admin Letter to the NRC after TSTF and Owner's Group review in Feb and March, 1999. NRC wants a focus group meeting with the TSTF within 1 month of receipt of the Admin Letter to resolve the process.
