In the Matter of Tennessee Valley Authority Docket Nos.50-259 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN)-TVA BFN TECHNICAL SPECIFICATION (TS)NO.273-PRIMARY CONTAINMENT PURGE SYSTEM-REVISED SUBMITTAL In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TSs for units 1, 2, and 3 (Enclosure 1).This proposed amendment revises TS 3.7.F/4.7.F and the associated bases to more accurately reflect the intended operations of purging and venting of the primary containment.

This submittal supersedes the TS 273 submittal dated August 4, 1989 and addresses NRC concerns that the original submittal did not adequately resolve the TVA TS task force item. This concern was documented by inspector followup item 259/260/296/89-47-03.

Description, reason for change, and justification in support of the proposed changes are provided by Enclosure 2.A proposed determination of no significant hazards consideration is provided by Enclosure 3.TVA requests that these changes be made effective 30 days after approval by NRC.9006070429 90060'DR ADOCK 05000259 P PDC ,o4 An Equal Opportunity EmpIoyer
