SUMMARY
OF FEBRUARY 19, 2019, PUBLIC MEETING WITH DTE ELECTRIC COMPANY REGARDING UPCOMING LICENSE AMENDMENT REQUEST TO AMEND THE LICENSE BASIS TO ACCEPT THE ADDITIONAL DEBRIS SOURCES (EPID L-2019-LRM-0007)
On February 19, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of DTE Electric Company {DTE, or the licensee).
The purpose of the meeting was to discuss Fermi 2's upcoming license amendment request (LAR) which would request to amend the license to accept the debris sources beyond the current design basis. The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 19038A053.

NRC/DTE Discussion The NRC staff and DTE discussed items that would be important to include in the LAR. The discussion between the NRC and DTE included the following:
- The NRC staff described the need to address the principles of risk-informed decision making (e.g., defense-in-depth, safety margin, performance monitoring) in the LAR, to quantify and address uncertainty (e.g., use of loss of coolant accident frequencies from NUREG-1829), and discuss assumptions regarding the risk evaluation.
- The NRC staff stated that the analysis for the LAR that Fermi 2 is performing should include sensitivity studies to help assess uncertainties.
The staff suggested that the licensee review the docketed information regarding the use of risk in assessing the effects of debris on long-term cooling submitted to the NRC by other power plants.
- The NRC staff stated that it will be validating the modeling performed for debris generation and transport to the emergency core cooling system strainers.
- The NRC staff stated that even if a break is isolated quickly, the damage to the insulation within the zone of influence probably had occurred prior to the isolation.
This should be addressed in the analysis.
- DTE clarified that the sensitivity studies for coatings and labeling will be done to define new licensing basis limits for these debris types. The staff stated that the 1/8 inch threshold assumption mentioned for the coatings sensitivity study would need to be justified.
- DTE provided clarifications regarding the content of their presentation.
These clarifications were beneficial to the NRC staff in understanding the proposed path forward.
- DTE stated that it expects to submit the LAR in fall of 2019 Two members of the public participated in the meeting by teleconference.
One member of the public referenced a recent NRC inspection finding of debris in the torus. The staff responded that NRC will be following up with the licensee to ensure that the recommended corrective actions are taken. Another member of the public was concerned that an operator may take actions that could makes things worse. The staff explained that the failure of operators to take beneficial actions is modeled and that staff's risk-informed decision-making includes consideration of defense-in-depth as well as safety margins thereby not relying solely on such operator actions.
