Global,basedinAmelia,La.,performsradiographyworkforoff-shorepipelayingandother

operations.ThisenforcementactionisthefirstresultingfromanewNRCpartnershipwiththeU.S.MineralsManagementService,whichprovidesNRCinspectorsaccesstooff-shoreoperationsforthe firsttime.Thecompanyviolatedsafetyregulationsinusingadevicecalleda"pipeliner"toinspecttheweldsjoiningsectionsofpipebeinglaidontheflooroftheGulfofMexicototransportoilandgas fromoffshoreproductionoperations.PipelinerscontainastrongradioactivesourcethattakesanX-ray-likepictureoftheweldsbeinginspectedtoinsuretherearenoflaws.Theradioactivesource, normallyiridium-192,isexposedtotheweldsbyashutteroperatedbyaknobonthepipeliner.NRC safetyrulesrequirethatanextendedhandlebeusedtoopenandclosetheshuttertoreducethe exposureoftheoperator'shandtoradiation.AnNRCinspectorfoundthatGlobalemployeeswerenot usinganextensiondevicewhenoperatingpipeliners.Noradiationover-exposurestooperators occurredbecauseofthefailuretofollowsafetyregulations.GlobalofficersmetwiththeNRCinArlington,Texas,onFebruary8todiscusscircumstancessurroundingthisviolationandothersthatwerefoundduringtheNRC'sinspectionofGlobal's operations.Subsequently,theNRCdeterminedthattheproblemwasalevelIIIviolationontheNRC'sfour-levelscale.AlevelIproblemisthemostsevere.LevelIIIviolationscarrya$5,500basecivil penalty,subjecttoadjustmentbasedonvariousfactors.Ofthethreeotherviolationsfound,onewasalevelIIIthatresultedinnocivilpenalty,andtheothertwowerelevelIVviolations,whichhavenofine

associated.

Globalhascorrectedallthecitedviolations;however,theNRCmayincreaseitsinspections.Thecompanyhas30daystopaythefineorprotestit.Iftheprotestisdenied,thecompanymayrequest ahearingbytheNRC.CopiesoftheNoticeofViolationsenttoGlobalX-rayandtheNRC'sinspectionreportcanbefoundontheNRCwebsiteat:http://www.nrc.gov/OE/rpr/ea00272.htm.
