ATTACHMENT BThisproposedTechnical Specification changereflectstherequestmadeintheJanuary9,1987NRCletterfromDominicC.DiIannitoRogerW.Koberconcerning the"ReviewofDesignforAutomatic ShuntTripforReactorTripBreakers(GenericLetter83-28Item4.3)".Theproposedchangesincorporate on-,linereactortripbreakertestingintotheTechnical Specifications.

Adetaileddescription ofallthechangesispresented onTable1.ThischangeinTechnical Specifications clearlyisnotarequestforachangeintheauthorized powerlevelasitisrelatedonlytooperational andtestingrequirements ofthereactortripbreakerswithintheplant.Further,themajorpossibleconsequence ofthischangethatcanbeforeseen.

atthistimeisthatoveraperiodoftimeadditional planttripsmayoccurthroughactionstakenduringmonthlytestingofthereactortripbreakers.

However,occasional tripsareconsidered withinthenormaloperating conditions atapowerplant.Asignificant hazardsanalysishasbeenaccomplished againstthecriteriain10CFR50.92.

Becausetheproposedchangesconstitute additional limitations andcontrolonbothoperation andtestingtheydonot:(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated; or(2)createthepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated; or(3)involveasignificant reduction inamarginofsafety.Therefore, Rochester Gasand.Electricsubmitsthattheissuesassociated withthisamendment request'warrantanosignificant hazardsfinding.
