1.7.1ORGANIZATIONI.7.1.ISCOPEAmericanElectricPowerServiceCorporation(AEPSC)isresponsibleforestablishingandimplementing=-thegualityAssuranceProgramfortheoperationalphaseoftheOonaldC.CookNuclearPlant(CookNuclearPlant).Althoughauthorityfordevelopmentandexecutionofvariousportionsoftheprogrammaybedelegatedtoothers,suchascontractors,agentsorconsultants',AEPSCretainsoverallresponsibility.AEPSCshallevaluateworkdelegatedtosuchorganizations.Evaluationsshallbebasedonthestatusofsafetyimportanceoftheactivitybeingperformedandshallbeinitiatedearlyenoughtoassureeffectivequalityassuranceduringtheperformanceofthedelegatedactivity.ThissectionofthegualityAssuranceProgramDescription(gAPD)identifiestheAEPSCorganizationalresponsibilitiesforactivitiesaffectingthequalityofsafety-relatednuclearpowerplantstructures,systems,andcomponents,anddescribestheauthorityanddutiesassignedtothem.ItaddressesresponsibilitiesforbothattainingqualityobjectivesandforthefunctionsofestablishingthegualityAssuranceProgram,andverifyingthatactivitiesaffectingthequalityofsafety-relateditemsareperformedinaccordancewithgAProgramrequirements.1.7.1.2IMPLEMENTATION1.7.1.2.1SourceofAuthoritTheChairmanoftheBoardandChiefExecutiveOfficerofAmericanElectricPowerCompany,Inc.(AEP)andAEPSCisresponsibleforsafeoperationoftheCookNuclearPlant.AuthorityandresponsibilityforeffectivelyimplementingthegAProgramforplantmodifications,opera-tionsandmaintenancearedelegatedthroughtheAEPSCSeniorExecutiveVicePresident-EngineeringandConstruction,totheAEPSCVicePresident-NuclearOperations(ManagerofNuclearOperations).1.7-4July,1989 Intheoperationofanuclearpowerplantthelicenseeisrequiredtoestablishclearanddirectlinesofresponsibility,authorityandaccoun-tability.Thisrequirementisapplicabletotheorganizationprovidingsupport.to-theplant,aswellastotheplantstaff.TheAEPSCcorporatesupportoftheCookNuclearPlantistheresponsibilityoftheentireorganizationunderthedirectionoftheManagerofNuclearOperationswhomaintainsprimaryresponsibilityfortheCookNuclearPlantwithinthecorporateorganization.TheAEPSCVicePresident-NuclearOperationsistheManagerofNuclearOperations.AllotherAEPSCdivisionsanddepartments,otherthanthegualityAssuranceDivision,havingasupportingrolefortheCookNuclearPlantarefunctionallyresponsibletotheManagerofNuclearOperations(referenceFigure1.7-1).Inordertofacilitateamorethoroughunderstandingofthesupportfunctions,someoftheresponsibilities,authorities,andaccountabilitieswithintheorganizationareasfollows:I)TheresponsibilitiesoftheManagerofNuclearOperationsshallbededicatedtotheareaofCookNuclearPlantoperationsandsupport.2)TheManagerofNuclearOperationsshallberesponsiblefor,andhastheauthoritytodirectallCookNuclearPlantoperationalandsupportmatterswithinthecorporationandshallmakeorconcurinallfinaldecisionsregardingsignificantruclearsafetymatters.3)AEPSCdivisionanddepartmentmanagersresponsibleforCookNuclearPlantmattersshallbefamiliarwithactivitieswithintheirscopeofresponsibilitythataffectplantsafetyandreliability.TheyshallbecognizantofandsensitivetointernalandexternalfactorsthatmightaffecttheoperationsofCookNuclearPlant.4)AEPSCdivisionanddepartmentmanagersresponsibleforCookNuclearPlantmattershaveacommitmenttoseekandidentifyproblemareas1.7-5July,1989
