INTEGRATED HUMAN EVENT ANALYSIS SYSTEM DEPENDENCY ANALYSIS GUIDANCE (IDHEAS-DEP)

Enclosed for your information and use is the Regulatory Information Letter (RIL) report, Integrated Human Event Analysis System Dependency Analysis Guidance (IDHEAS-DEP).

This report presents a human reliability analysis (HRA) method developed by the staff in the Office of Nuclear Reactor Regulation (NRR) and the Office of Nuclear Regulatory Research (RES) to support NRCs risk-informed regulatory activities.

Dependency in the context of human reliability analysis (HRA) refers to the impact of success or failure of a human action on performance of subsequent human actions. Existing dependency models assess the level of dependency between two consecutive human failure events (HFEs) based on the coupling factors or commonalities that exist for both HFEs. The U.S. Nuclear Regulatory Commission (NRC) developed a new dependency model that is informed by behavioral and cognitive science and expands on existing dependency models by identifying the specific cognitive failure modes and performance influencing factors that are impacted by dependency. This new dependency model identifies and evaluates how failure of the first human action affects the context of subsequent human actions. The model is presented in NUREG-2198, The General Methodology of an Integrated Human Event Analysis System (IDHEAS-G). The NRC staff developed IDHEAS-G as a new HRA methodology for agency use. IDHEAS-G is a general HRA methodology that can be used to develop application-specific HRA methods. The NRC used the IDHEAS-G framework to develop a new method for performing HRA for nuclear power plant probabilistic risk assessments (PRAs), which is documented in Research Information Letter (RIL) 2020-02, Integrated Human Event Analysis System for Event and Condition Assessment (IDHEAS-ECA). This report documents the guidance on how to perform a dependency analysis using IDHEAS-G dependency model with the IDHEAS-ECA HRA method. RES staff is currently working on incorporating the dependency analysis process into the IDHEAS-ECA Software.

They, along with other staff from RES and Region II, have worked with the authors throughout the development of IDHEAS-DEP by piloting the dependency model using examples and providing timely input and feedback on interim versions of the guidance.

This RIL allows the NRC staff and HRA community to use IDHEAS-DEP in various HRA applications. The authors will collect feedback and lessons learned from this use. The authors will then revise the guidance and publish the updated guidance document as a NUREG.
