SUBJECT: REVIEW 0F FINA!. FIRE REP 0AT - FORT ST. VRAlh (TAC NO. 66365)

We have completed our review of your Final Fire Report', submitted by letter

dated January 14. 1988 (P-88016). This letter provides a sumary evaluation of

the items adoressed in your report that were to be submitteo following plant ,

restart. These items were identified in the staff's Safety Evaluation

'

transmitted to you by' letter dated January 28, 1988, as part of Inspection

Report 50-267/87-32. Specific topical areas are addressed as follows:

Hydraulic System - Public Service Company of Colorado (PSC) comitted to

conduct an evaluation of exposed hot surfaces in proximity (10 foot

radius) to the 30 tc+:raulic valves. This included an evaluation of

surf aces with a temperature of over 500*F which are potential ignition

sources. Additicaal protective measures will be evaluated. The evaluation

was to have been provided by January 30, 1988. However, it was not

included in your current report. PSC should provide this report within 15

days of the date of this letter.

The balance of the final report discussion concerning the hydraulic

system is acceptable.

Piping and Affected Components - The final report, discussion of piping ,

ano af fectec components is a:ceptabla. '

Effects of Combustion Products - The final resort discussion of the ,

effects of combustion products is acceptable. I

Control Room Ventilation System - The final report addresses several

items that were not complete and documented at the time of plant

restart. These included testing the Control Room Ventilation System to

establish that positive pressure was maintained relative to the Turbine

Building and Building 10. Also included was a review of system operating

procedures to assure their adequacy to deal with smoke in these adjacent

buildings. A list of all changes to the Control Room Ventilation System

has been supplied,

The staff therefore concludes the final report discussion of the Control

Room Ventilation System is acceptable.

The information requested in this letter affects fewer than 10 respondents;

therefore OMB clearance is not required under P.L.96-511.
